I was invited to speak to the board of the Joint Powers Authority for a proposed reservoir facility in Colusa County, north of Sacramento. It's a beautiful drive, mostly farms and ranchlands. We stopped for lunch on the drive up and were overwhelmed by the choice of olive delicacies.
