The next morning, we rolled up our sleeves with a smaller group at the China Institute of Water Resources, a government research center on water issues. We talked frankly about problems, solutions, collaboration and even the notion of expanded stakeholder and public outreach. Chinese water managers face daunting challenges, not just from the forces of nature and an enormous population, but also the result of a massive governmental structure that often has competing priorities.  (One of the consultants told me, "We have perfected bureaucracy here.")

While there were several men in the room, I thought it was particularly interesting that the real leaders of this discussion were all women.
